Dr. Loretta Heuer, PhD, RN, FAAN, NDSU Department of Nursing
 

Loretta is the Associate Dean of Nursing. She holds bachelor's of science and master's degrees in nursing. Her doctoral degree is in Research Methodology from University of North Dakota College of Teaching and Learning. As part of Dr. Heuer’s program of research, she developed and implemented a Chronic Disease Program that focused on the health care needs of the Latino migrant and seasonal population with chronic disease.  She is alumni of the 2002 Robert Wood Executive Nurse Fellowship, the Management Development Program 2008 Class, Harvard Graduate School of Education, 2007-2009 Sigma Theta Tau International Honor Society of Nursing Board Leadership Program and 2009 Rural Health Fellows Program. She has more than 30 years of experience in health care, of which 17 years have been spent in nursing education. She has taught in graduate and undergraduate nursing programs and been the department chair at the previous university. Dr. Heuer serves as chair of the Migrant Clinicians Network national institutional review board and a Midwest Research Committee.

Kim Ressler, MBA, BSN

Kim Ressler is the project director for the medical home care coordination project at the North Dakota Center for Persons with Disabilities.  She received her bachelor's of science degree from the University of Mary and her master's of business administration from the University of Phoenix.

Past President

Ann Fraase, RN

Ann Fraase is the disease management coordinator with Blue Cross Blue Shield of North Dakota and is the North Dakota DPCP Team & HDSPP disease management leads.  She received her RN diploma from St Luke’s School of Nursing in Fargo, N.D., and bachelor of university studies from NDSU in Fargo, N.D.  She has more than 19 years of experience with Migrant Health Service. Currently, her responsibilities include coordinating a statewide diabetes quality improvement project in conjunction with North Dakota Department of Health, which includes an access-based claims data registry of diabetes members and developing physician reports assessing the frequency of annual office visits, A1C testing, lipid testing, eye exams and microalbumin test.

Donna Amundson, RN CDE, CPT

Donna Amundson currently is working as manager of the Diabetes Care Center at Medcenter One in Bismarck. She has been with Medcenter One for 10 years. Donna also was appointed manager of Medcenter’s Pain Clinic in November of 2010. Donna has more than 35 years of experience in diabetes education. She continues to provide education for all ages of people with diabetes.

Nancy Hostetter, RHIA, CTR 

Nancy Hostetter is an education coordinator for UND School of Medicine and Health Sciences at the SW Campus in Bismarck, N.D. She coordinates continuing medical education for physicians, primarily working with the central and western part of the state. She has more than fifteen years experience working with clinical trials and cancer research.  She worked for the Women’s Health Initiative’s Coordinating Center and Cancer Surveillance System (part of the National Cancer Institute’s SEER program) at Fred Hutchinson Cancer Research Center in Seattle, WA. She also worked in medical management for a Blue Shield company. Nancy was diagnosed with Type 2 diabetes six years ago and has many family members with diabetes.

Brenda Lacher, RN

Brenda Lacher is the diabetes education coordinator at the University of North Dakota Center for Family Medicine.

Tera Miller, MBA, RD, LRD
North Dakota Department of Health

Tera Miller is the Director of the Diabetes Prevention and Control Program for the North Dakota Department of Health. She received both her undergraduate and graduate degrees from North Dakota State University. Previously, she worked at NDSU under a USDA-funded grant to educate New Americans about food safety. Tera has been a member of the North Dakota Air National Guard since August 2001.

Kathy Moum, MA
North Dakota Department of Health

Kathy Moum is an epidemiologist with the North Dakota Department of Health.  Kathy holds a bachelor of arts degree in psychology and sociology from the University of North Dakota and a master of arts in experimental psychology from the University of Arkansas.  She also has completed the University of Minnesota public health core concepts certification program.  Kathy has been employed by the North Dakota Department of Health since 2001, where she currently provides epidemiological services to the Diabetes Prevention and Control Program, the Heart Disease and Stroke Prevention Program and Healthy People 2020.
